Spatial Planning as Decision Support System for Payment Watershed Service in Kapuas Hulu Catchments, West Kalimantan, Indonesia

  • Kapuas Hulu in West Kalimantan declares as conservation district based on Kapuas Hulu district government decision number 144 on October 1st 2003. It is marked with existing of natural forest area in Sentarum Lake and Betung Kerihun, Protected Forest and Production Forest with area around 56,51% of total district area. This analyze result is expected in obtaining GIS data which can be used to support in determination process of watershed preservation and hydrology function.
    Kapuas Hulu catchments are divided into five sub catchments to calculate existing forest area for stakeholder discussion material. Forest class is analyzed using landsat data in 2005 to tabulation process then overlay the existing land cover in every sub catchments with forest land use by consensus from Forest Department year 2000. The overlay process result is recombined with index function in every subdistrict area as spatial potency planning then reclasses to be cluster research study
    Result of GIS analyze and stakeholders mapping is Mendalam sub catchments still has 80% existing forest area with high potency index facility and high threat of land cover changes. It is needed to build communication forum among community based from several villages with multi stakeholder, presented by local government and NGO whose did initial study about hydrology analysis. Then come understanding concept as communication result is Memorandum of Understanding and consist to do watershed payment service for society and will be paid by PDAM as institution pointed by government which created on 23rd August 2007.
