The Emerging Problems of Jamsostek Implementation

  • Social security health insurance for formal private workers called Jamsostek has been implemented for about two decades in Indonesia. However, this program only covers 10 % of maximum potential members. This paper discusses some problems of current implementation of Jamsostek program and gives several recommendations to increase the coverage number, then followed by some prediction to the reaction of some main stakeholders of the Jamsostek reform. Literatures from relevant government bodies’ website in Indonesia , WHO website and journal articles using keyword of Jamsostek and Indonesia were retrieved with in the last ten years of publication.Except high administrative cost, lack of benefit, week law enforcement and the privatisation of Jamsostek , the participation of the employers into Jamsostek as a subject to option is the major obstacle for the growth of this social security scheme. In order to overcome these problems a review of Social Security Law for Private Employee is a must. This review should highlight the protection for low income workers and cross subsidy from high income workers by ensuring compulsory membership to all private employees and clear sanction for those who are not obey.
